why is my english so poor?

i have learned english for16 years,but i can only read,not dare to speak,can not wtite!
how can i do?

I think you should speak more and more,just little by little.From day to day,from week to week,from month to month,& same to year.I’ve learned English for 10 years,but now I can only read,can speak a little,can write but not much.The sound same to you.I’m trying to learn better by myself.

sometimes i find that a easy sentence i said is always error!
once i met a foreigner asking assistant for some sugar.but i can’t know the word “sugar”.i feel very shy!

Oh,you’re shy?You shouldn’t say that.If you feel that you’ll loose yourself.I used to said that,but now I feel better from my online friends’helping & my teachers.
You should ask by yourself many & many questions:why do you learn English?why I’ve to good at English?....
& you must answer it by yourself.
