The present perfect tense is formed with have/has + a past participle. There are several situations in which we use this tense:

To talk about something that was true in the past, and is still true in the present, as in, "I have been married for five years."

To refer to something that happened at an unspecified time in the past, as in, "Becky has visited China several times already."

To talk about something that happened during a period of time that has not yet ended, as in, "I have gone to three parties so far this month."

When used with "just," to refer to something that happened very recently, as in, "My mother has just arrived."

When you see words like for, since, ever, already, and so far in a sentence, it often means that you need to use the present perfect tense.

Present Perfect;  we use the present perfect when we talk about a period of time that continues up to the present

past --—-up to ---—present

Have you seen my dog? I can't find him anywhere.

Everything is going fine. We haven't  had any problems so far

We have met a lot of interesting people in the last few days.

Fred has been ill a lot in the past few years, hasn't he?

I haven't seen George recently. Have you?

Mystica your sentence: I have spent all my money is correct but the second is not correct.

Your sentence should be This is the first time I am drinking or You can use Present Perfect Continuous

I have been drinking 2 glass of beer and this is the first time.

at the time you speaking you still drinking. Or you already stopped or just stopped.

 You are not correct to use the grammar the rule is The action happen in the past  still happening until now

The key is a period of time and every year is not period of time

I have  traveled to Alex every year.
