Now is the question when is the time for other countries to act?

Who is responsible to act. The USA as most powerful country in the world is the current alternative, but how would their people react if there would be war again, war quite short after the irak war which seems to be ended.

That are difficult questions in a difficult world. A world which could be destroyed every day. But the humanity dont care about, unfortunately :(

Nowadays millions of people use the internet. An invention that changed the life of humanity and especially their economy. Globalization is the keyword.

 Nevertheless many people use of the Internet as a way to escape from problems or to relieve a dysphoric mood. (e.g., feelings of hopelessness, guilt, anxiety, depression.)

Internet addiction results in personal, family, academic, financial and occupational problems that are characteristic of other addictions.

So ask your self if you could live without the internet?
