I couldn't find a suitable explanation in English for this phrase (I found only it's translation into Russian), so I tried to make one myself:

when people say "fat chance" while talking about something, they think this thing is  never going to happen.

Here is an example:

Do you think he'll change his mind? - Fat chance!
