It doesn't count, really??

Today, one friend on Englishbaby asked me, " if drucked one said "I love you" to you, do it count??"

In fact, lots of people alway said, the drucked people will say lots of thing , and the main  thing is true. but, at the same time, they will forgot all thing on the next day, so do it count??? in my opinion, I won't believe it.
