Kostya, the expression “can’t help doing smth” means that a person is so overwhelmed with emotions that s/he can’t resist the temptation of doing smth. It corresponds to Russian “не могу удержаться от …” or “не могу не …”.
For a person who loves their country to experience such feelings is so natural. It’s so easy to understand!
