1) I’d like to know what ” top-notch” means in the sentence ” He’s one of those top-notch barristers”.

2) In ” Yo still haven’t got a feller”, what does ” feller” means?

top-notch means ‘first class’ or ‘A-one’- in other words, the best. Ex.: That was a top-notch performance by Arnold Schwarzenegger!- meaning that was one of Arnold’s best performances.

feller is a way of saying ‘fella’ or ‘fellow’ which means a ‘man’ or ‘guy’. Ex.: That’s my feller/fella.- meaning that’s my man(boyfriend).
