I am looking for the rule that tell me when to use is, and when to use are. This should ber written somwhere. Can you help me?

I think in Swedish, the same word ("ar") is used for "is" and "are". In German, "he is" translates as "er ist", while "they are" translates as "Sie sind" (the base verb being "Sein").

In English, the base verb is "To Be". These are the present simple uses (conjugation) of the verb. I'll point you to some links that will explain this, and also to links with quizzes. Hope these help.
