hi everyone who can give me a good answer how can i ga into the icq.com

i still i can't go into the website especially i can go to the website but i can't dowload the tools of the icq i always go into the ICQ but i can't open or ican chat with others the website always tell me i can't make use of it

so i have to think about it i think maybe i should go to buy some software and connected with my computer then i can make(use) it so someone maybe know the answer and the key please give the letteres to me
