pr perfect. —have/has+ past participle (finish+ed), but there are also irregular verbs (lost,done,been…).
this tense express an action that has a result in present!
e.g Tom can't find his key.He has lost it.

past perfect—had+"the same"
the different is the action of pr. perf. ends in present and the action of past.perf. ends before an other past action
e.g We are not hungry. We have just had( past form of have) lunch.
      We were not  hungry. We had just had lunch.

Have you seen that movie many times before? (How often have you seen that film?)

He has never traveled by plane. He's never been in a plane. He's never flown in a plane. 

The rain hasn't stopped (in three hours etc.) The rain didn't stop until late last night.  

 

If you read some books, as opposed to a newspaper, you will get a better idea of tenses. Hemingway is good for simple sentences, not  very difficult words and his books are still excellent literature.  Once you get the words and sentence structure figured out, and you can get your point across, learning the tenses helps you become a very fluent writer and speaker. Good luck!
