Help! Improve spoken english and chat on MSN/ YM

Hi everybody. I am a hongkonger. I really want to improve my spoken english. Although i have been studying english for so many years, i still cannot speak it well or express myself very well in english. I am here looking for some foreign friends or someone who would like to improve their english too. Is there anyone can give me a hand. We can chat regularly on MSN/ YM. I really need your help.
