The 16th birthday signifies a child coming of age and gaining ground on becoming an adult. For many teenagers the most important aspect of turning 16 is they get to receive their driver's license. I think they use the term sweet cause it is primarily a celebration for teen girls, and speaking of custom in the USA only here. Each of the sixteen candles on the cake has a special meaning.

In the Czech Republic we can drive a car from 18 :D

significant birthdays in USA might be 5(beginning school) 13(becoming a teen) 16(becoming a young woman) 18(graduating high school) 21(able to drink) 22(graduating from college)

In Iran people can get driver's license at 18.And here at 16 is the age of taking exams so I think it's not sweet.
