what is a learning society?

With the development of the global economy, people from different regions and nations have more and more contact with each other.There is no doubt that whether a person or a nation should have much to learn from his counterpart. There is much talk of the 'learning society' nowadays. But what is the “learning society”? I searched the internet but found no clarified definition of this term. Does it simply mean education for all and a life-long learning? Can you tell me what's your vision of it?
