Hi! It's an interesting question.

"Uncle Sam" represents the United States, more specifically the American government. So when people talk about being under Uncle Sam's rules they are referring to the government's rules. Also, a character named Uncle Sam was used on posters during WWI and WWII to help convince young men to join the army.
