Why say "not by enough to " rather than just "not enough to " ?

US Republican hopeful Mitt Romney wins six of 10 states voting on “Super Tuesday”, including crucial Ohio, but not by enough to seal the race.

Why say “not by enough to ” rather than just “not enough to ” ?

Does it has different meaning compare to “not enough to” ?

Good question! In a political race you win by a certain amount. Romney won, but not by a large enough number to make his victory complete for the whole country.
