A phrase which has a meaning that is commonly understood by speakers of the language, but whose meaning is often different from the normal meaning of the words is called an idiom.
Example:
 At the end of one`s rope
 Definition: desperate; not knowing what to do next

Explanation: Used when a person is in a very difficult situation and does not know how to resolve that situation

Examples: I just don't know what to do. I'm at the end of my rope. - She's at the end of her rope over the divorce.
