Come rain or shine is an expression that means something will happen no matter what. Amanda is asking Marni if she is committed to biking no matter what else is going on…whether the weather is good or bad or whether the drivers are nice to the bikers or not.

Huh? is simply a slang term that gives the other speaker a chance to respond. It’s an informal way of asking, “Right?”
