It should be understood that I am not an expert on human learning. However, out of a personal interest, I have read some things about what "experts" say about learning - especially as to learning a second language. Bear in mind that even many so-called experts seem not to agree with other so-called experts. With this in mind, as to your question, "How long would it take to speak English fluently?" I would say that I have read that it takes approximately 10,000 hours of intense study - a study absent of outside distractions such as music, parents, lovers, etc. - to become proficient at doing anything. I have also read that should a person live to be, say ninety, that that person would have spent approximately thirty years of that time in bed, and another three years or more on the toilet. What does this information have to do with your question? maybe nothing - except maybe to suggest or to argue against any possible excuse that you may use in suggesting that you don't have 10,000 hours to devote to learning anything. In three months, as you had mentioned, you should be able to have learned a few 'tourist' expressions such as, "Where's the bathroom?" or "I would like a room with a queen-sized bed." Yes, I can teach you those and other helpful phrases in three or so months - but again that would depend greatly on you.
