When someone mouths off, that person is trying to make another person angry. For example, if you know that your sister will get very angry if you tell her that her hair looks funny, then you’re mouthing off to her. Mouthing off is almost always intentional.
You can use mouth off to describe any situation in which a person is purposefully trying to cause trouble by talking.
